The self-government of the Nowodworski District

The residents of the district make decisions through general voting - through district elections and referendum - or through the district's governing authority.

The district authorities consist of the district council and the district board.

The activities of the district authorities are transparent. Limitations on transparency may only arise from the law.

The transparency of the district authorities operations includes, in particular, the right of citizens to access information, attend district council sessions and its committee meetings, as well as access to documents resulting from the execution of public tasks, including minutes of district authorities and district council committee meetings.

The rules for accessing and using documents are determined by the district's statute.

The district council is the legislative and review body of the district, subject to the provisions on district referendums.

The council's term lasts for 5 years, starting from the day of the elections.

Councilors are elected through direct elections. The rules and procedure for conducting elections to the district council are determined by a separate law.

The district council consists of council members, with fifteen councilors in districts with up to 40,000 residents, and an additional two councilors for each additional 20,000 residents, but no more than twenty-nine councilors.

The removal of the district council before the end of its term occurs through a district-wide referendum.

The rules and procedure for conducting a district-wide referendum are determined by a separate law.

The district board is the executive body of the district.

The district board consists of the district head, serving as its chairman, the deputy district head, and the other members.

Membership in the district board cannot be combined with membership in the body of another local government unit, employment in the government administration, or holding the office of a deputy or senator.

The district council elects the district board, consisting of 3 to 5 members, including the district head and deputy district head, within 3 months from the day the election results are announced by the competent electoral authority. The number of board members is determined in the district council's statute.
